CONSTRUCTION
TRANSFORMATION CHARTER
The
Construction Sector finalised a Broad Based Black Economic
Empowerment Charter after several years of hard negotiations.
The stakeholders in the sector are proud of this achievement
and as part of the objectives of the charter would like
to make the document operational as soon as possible.
It
has been submitted to the DTI as part of the process to
finalise the document as a Section 9 Code of Good Practice
in terms of the Broad Based Black Economic Empowerment Act
(53 of 2003). The process will take a few months to completion.
Hence the Integrated Management Committee (IMC) representing
private sector business, unions and government officials
decided to issue a circular with the following distinct
objectives:

Clarify
issues relating to the application of the charter and
more particularly the scorecard |

Provide
greater clarity to clients on how the scorecard can
be applied within the requirements of the Preferential
Procurement Policy Framework Act |
| • |
Issue
guidelines relating to specific areas of uncertainty. |
A
circular has been issued to provide guidance and if applied
consistently, will reduce most of the confusion and create
an environment conducive to achieving the goals the sector
set for itself in the charter. Should you have any queries,
