The opportunity

The National Building Regulations and Building Standards Amendment Bill, 2026 was published for public comment in Government Gazette No. 54941 on 3 July 2026 by the Department of Trade, Industry and Competition (Notice 4006 of 2026).

What the Bill would change

The Bill amends the National Building Regulations and Building Standards Act, 1977, to update certain definitions, address provisions that appear inconsistent with the Constitution, and introduce an internal appeals mechanism designed to be within constitutional bounds.

Its most significant institutional change is the establishment of a new Coordinating Committee for the built environment, made up of representatives including the South African Bureau of Standards, five representatives of professional bodies within the built environment, and a representative of organised local government.

What the Coordinating Committee would do

  • Advise the Minister on national building regulations and their application

  • Provide technical advice on the formulation and publication of building regulations

  • Investigate compliance with the Act and report to the Minister

  • Advise on related legislation affecting the built environment

  • Promote education and training, and build capacity for building control officers

  • Disseminate information regarding the Act
